Who can circulate?
The ordinance with which Mayor Gualtieri establishes Ecological Sunday also includes a series of exceptions. Below we inform, extracted from the ordinance, all the vehicles authorized to circulate.
1 – Vehicles equipped with the badge for people with disabilities provided for by Presidential Decree 503 of July 24, 1996 and Presidential Decree 151/2012.
2- Vehicles used for police and security services, including social emergencies, including rescue, including road rescue, and the transportation of corpses.
3 – Vehicles used for emergency maintenance and public services (such as water, electricity, gas, telephone, elevators, security systems, traffic regulation systems, railway systems, heating and air conditioning systems) that are identifiable or marked or corresponding certification from the employer.
4 – Vehicles used for urban waste management carried out on behalf of and/or directly by the Capitoline Administration, for hygienic-environmental protection, for emergency management of green areas, for Civil Protection and for urgent restoration of decoration urban, as well as for Emergency maintenance intervention carried out on behalf of or directly by the Capitoline Administration.
5 – Public and private collective transport vehicles.
6 – Vehicles regulated according to DAC n. 66/2014 and n. 55/2018.
7 – Taxis and cars in rental service with driver, equipped with municipal concessions.
8 – Vehicles used for carsharing, carpooling, Home Work Travel Plan (PSCL) services activated based on specific provisions of the Ministry of the Environment and Protection of Land and Sea or the Capitoline Administration.
9 – Vehicles with CD, SCV and CV registration
10 – Vehicles (limited to the Euro 3 environmental class) with controlled ignition equipped with a double “BI-FUEL” supply system (gasoline-LPG or gasoline-methane), also converted, that run on LPG or methane.
11 – Vehicles used by doctors and veterinarians called to perform emergency services both in the corresponding healthcare establishments (public and private) and for urgent home visits, respectively, provided with the corresponding certificate and the badge issued by the respective Order; Vehicles used by paramedics in the home care service with a certificate issued by the public or private structure to which they belong.
12 – Vehicles used to transport people undergoing essential and urgent health therapies or treatments for the treatment of serious illnesses, capable of presenting the corresponding medical certification.
13 – Motor vehicles used to transport people subject to security measures.
14 – Vehicles used for the transport of perishable goods, for the distribution of periodicals and postal shipments.
15 – Vehicles with a maximum mass not exceeding 3.5 tons, used for the transport of medicines and/or the transport of urgent and inappropriate medical material duly certified, as well as for the transport of valuable objects.
16 – Vehicles used to transport persons participating in religious ceremonies scheduled before the date of this Ordinance, wedding or funeral ceremonies, provided that the drivers are in possession of specific invitations or certificates issued by the officiating ministers.
17 – Vehicles used to transport support materials for the television news service.
18 – Vehicles or work vehicles that carry out removals for which authorizations to occupy public land have previously been issued by the competent offices.
19 – Vehicles of companies that carry out work on behalf of Roma Capitale or underground service companies, provided with the appropriate documentation of the organization for which they work or that carry out scheduled interventions with the authorization of the director.
20 – Vehicles used for the implementation of initiatives promoted or sponsored by Roma Capitale provided with specific documentation issued by the competent sectors or with labels issued by the organization.
21 – Vehicles used to transport materials and/or equipment necessary for the organization of demonstrations/events for which concession documents for the occupation of public lands within the scope of activities related to public organizations/institutions, with certification of specific documentation issued by the competent sectors, also indicating the place and time of the demonstration/event.
22 – Vehicle used by workers with work shifts or home/workplace to prevent the use of public transportation, with specific certification from the employer.
23 – Driving school or private vehicles intended exclusively for passing the driving test, already scheduled, with the appropriate certification.
24 – Vehicles used by air traffic controllers on duty at Ciampino and Fiumicino airports, upon presentation of a specific certificate issued by ENAV SpA
25 – Vehicles used by those who are obliged to comply with criminal and civil judicial sentences and decrees, provided with appropriate certification.
26 – Vehicles used for emergency interventions by UNEP officials and judicial officials of the Court of Appeal of Rome, duly provided with specific certification from the Presidency of the Court of Appeal itself.
