The novelty was introduced by DL February 24, 2023, n.13 (Conversion Law of April 21, 2023, n. 41) which established, only in the case of joining one of the recognized collective systems, the option of paying this guarantee within a maximum period of five years from the date of the signing of the corresponding contract. The same rule also establishes that the GSE, in case of unpaid fees, will pay the missing annual payments by reducing the incentive fees and at the same time transferring them to the same collective information system.

We remind you that providing the financial guarantee to a Collective System (as long as it is registered in the National Registry) is an alternative option to the retention of the GSE for photovoltaic WEEE. In the first case, the Responsible Persons deposit 10 euros into the trust for each of the incentivized panels. Otherwise, the GSE retains the same value of the incentive rates and applies to any type of photovoltaic WEEE. Both domestic (from systems with a nominal power less than 10 kW) and professional (from systems with a nominal power greater than or equal to 10 kW). The value of the participation is defined according to market criteria and based on the average costs supported by the collective electrical and electronic waste management systems, so it can be updated based on the evolution of the market itself.
In this regard, the GSE recalled today through a press release that for those responsible for the photovoltaic systems incentivized in the Energy Account, the June 30, 2024 is the deadline for communicate membership in one of the Collective Systems qualified. If you do not participate, the Administrator will retain the shares.
